Techn. requirement and regulations separate

We are in a highly regulated market with loads of certificates needed to launch a product in the market. This regulations are mandatory. Techn. Specifications are not mandatory and change frequently during the course of a project. it would help us to have those requirements separated. Regulations shall be 99999 and techn specifications treated as requirements they can be optional or mandatory upon POs review.
