display of all market problems within a company

We have different product groups that have different responsible product managers. It happens that customers of product A and a different customer of product B have the same problem. We would like to see a list or report of all problems , filtered as a category or same problems. With this we can ensure to check if we can develop 1 problem solution for our customers. This will help us not to develop two different solution if one solution would be enough. It will save time and money and not overload the portfolio.
